Okinawa Institute of Science and Technology Graduate University (OIST) is a private, interdisciplinary high education organization in Japan, funded by the Japanese government.

In OIST, we have a small Digital team to maintain all internal and external facing websites. In order to use our time effectively, we choose Drupal cloud hosting and implement CI & Auto testing in the development workflow which minimize our efforts on DevOps works.

There are three key factors that we want to achieve in the workflow:
- Able to adapt to the Agile management
- Easy to review code changes
- Update and deploy automatically

In this topic, I will share how we adopt the workflow, what benefits and challenges are.

Description
Islandora is a next-generation digital repository based on Drupal 8, suited for digital collections management, institutional repository, research data management, or records management. This presentation is a case study of a recent Islandora 8 project for Archives Central to migrate and present over 200,000 records (mixed digital and physical) on behalf of a consortium of district and regional councils in NZ. The records have been modelled as linked data using the new Records in Contexts (RiC) ontology. RiC is a conceptual model and ontology intended to bring ISAD(G), ISAAR CPF and similar standards into the semantic era. The case study will show how Drupal can support linked data (by exposing content as JSON-LD, and indexing data in a Resource Description Framework (RDF) triplestore).

The concept of Agile versus the reality of effectively applying the methodology in real-world scenarios can meet significant challenges. Public and private sector agencies look to Agile as the new standard as its principles and terminology become part of the product development vernacular. Wrongly applying the framework in environments with the inability to adapt to Agile can have detrimental effects on trust, throughput, and ultimately the success of the project.

Bringing stakeholders on-board who haven't had in-depth exposure to Agile is a particular challenge in government, where the traditional view of rigorous, risk-averse project governance focuses on defining scope and a solution upfront. How do you build trust and confidence in the process of discovery, ideation and the rigour behind it?

This presentation will share how using radical transparency, clear expectations and a shared understanding are keys to a successful Agile delivery within the familiar constraints of the vendor-client relationship, the government sector, and real-world budget limitations.

At best, it’s created as a deliverable and then set aside to collect dust, never updated, amended, or edited. But documentation is a living thing! It’s like a plant, you need to water it and tend to it and keep it alive!

In this session, we’ll talk about how to tend to your documentation, and how to keep it alive. We’ll discuss strategies for defining ownership of your documentation, creating a culture around documentation, and some tips and tricks for keeping your documentation fresh and up to date.

We’ll go over why documentation is so important, and how to get buy-in from stakeholders who don’t understand why hours need to be dedicated to this important task. This talk/presentation will focus on the approach, methodology, principles, and frameworks leveraged by the team to deliver sustainable user centered solutions; which are built with whole-of-Government technologies, platforms and standards; that are aligned with whole-of-Health enterprise strategies. The talk/presentation will also touch on the technical solution, and its most integral component, the web CMS built with Drupal/GovCMS. The team will share key lessons learned along the journey.

The Australian Immunisation Handbook, affectionately referred to as the Immunisation Bible, started as a printed publication in 1975. It is the authoritative source of clinical guidelines for healthcare professionals and others about the safest and most effective use of vaccines in their practice.

With the rapidly changing immunisation landscape annual updates were no longer viable. Updates to the 500+ page Handbook meant that health professionals found it cumbersome to keep track of the latest source of truth, even more so when they're on the move. The Handbook was published online in 2013-14 but the website failed to meet the needs of the audiences. Folk was engaged in 2015-16 to help transform the hard copy Handbook from the ground up. Folk has been working with the Department of Health and the Immunisation Policy Section from 2015-16 and has helped with research, information architecture, content modelling, solution architecture, product design & development, operations and end-to-end digital service design.

The Handbook ecosystem today includes the content production workflow (SharePoint & TRIM), web CMS (built with GovCMS), publicly available responsive website, web-based catch-up calculator (built with JavaScript), data feeds (XML), and a cross platform native app for iOS and Android (built with Xamarin) that offers offline access to the Handbook. A future-friendly roadmap has been developed to continuously improve the products and services.

Immunisation professionals now have access to a centralised digital resource of up-to-date immunisation information and guidelines at their fingertips while at work, on the move or when working in a disconnected state in remote or rural regions of Australia. The website registers an average of circa 100k users and 650k page views per month. The mobile app has been downloaded by circa 13,000 users.

Between April and June 2020, Annex Digital was engaged to build some of Australia's principle COVID response websites. These were to be major parts of the national response, and we were given days to prepare them. In the end, we did this four times.

This session will look at the projects and how we were able to execute from zero to Critical Infrastructure in under a week, the challenges we faced, and the technical solutions we used to get these over the line.

Description
Ministry of Economy, Trade and Industry of Japan (METI), who has been spearheading digital transformation within the Japanese government, decided to digitalise the way grants are managed.

Management of grants issued by the Japanese government is highly complex; application forms are paper-based; the evaluation and management jobs are regularly outsourced to external secretariats (who often outsource the jobs further); and each secretariat is allowed to design the process at their discretion. These elements (among others) made the digitisation a significant challenge.

In order to solve this fundamental issue, we first extracted the common denominator of existing processes, then simplified and streamlined it through BPR. For this being an unprecedented project, we used an agile methodology to accommodate changes and new requests as the client's understanding of the system deepened. The resulting service - jGrants - provides both secretariats and applicants with vastly improved experience while allowing them to comply with relevant laws transparently.

In this presentation, we will explain about jGrants' features, as well as our vision of making the governments' services more accessible for the citizens.
