Serious Results, Surprisingly Fun A Playbook for KPI Driven Digital Transformation

Video Description

Speaker: Jill Farley

Need a little joy right now? This story has it all: success metrics exceeded, meaningful digital transformation, and a team that genuinely enjoyed the journey. As one usability test participant put it: “I can’t wait until this is live!”

In this session, we’ll take you behind the scenes of the Wisconsin Department of Health Services’ two-year effort to digitize and centralize over 9,000 resources from its Aging and Disability Resource Centers (ADRC)—making vital support more accessible to people across Wisconsin. The result? A transformation that was as measurable as it was meaningful, and as technologically innovative as it was fun.

Cross-functional teams from WDHS and Palantir.net collaborated through a highly iterative, human-centered process that prioritized accessibility, measurable outcomes, and joy. We experimented, co-created, and celebrated small wins that added up to big impacts.

We’ll share how:

- Agile practices and co-creation fostered trust, creativity, and momentum
- Continuous feedback loops kept stakeholders engaged and energized
- Behavior-driven development (using example mapping) aligned engineers and subject matter experts
- A shared sense of purpose helped us navigate complex challenges
- KPIs told the story: 664% more resource engagement and 25% longer user engagement times

If you’re looking for a roadmap to results—and a reminder that impactful government work can be deeply rewarding—this session is for you.
